VS2003 is old... let's make things a bit more modern.

Build server successfully migrated, but will not build right until project files are migrated.

The project files were migrated a while ago but there were issues setting up the development environment, for me, at least. I updated what I had to do to get things working right on the DevEnvironment wiki page.
